Even after clearing the exam more than three years ago, selected candidates for various posts in the Punjab Technical Education and Industrial Training Department have been waiting for their appointment thanks to alleged internal politics in the department.
Punjab Public Service Commission (PPSC) advertised the posts of Deputy Commissioner/Principal Executive Advisor/Assistant Trainee Advisor on 20 February 2019. Out of five posts, three were in general category and one each in SC Ramdasia and other and SC Mjhabi /Balmiki categories.
PPSC conducted the written test for these posts on 9 June 2019 and interview on 20 December 2019. It released the final merit list based on the marks obtained in the written test and interview on 20 December 2019.
PPSC sent the documents of the selected five candidates to the Secretary, Technical Education Department, for verification at the end of which and to issue appointment letters to the selected candidates. The secretary’s office then sent the data to the Technical College to get it verified.
“Instead of verifying the documents, the officials of the Punjab Industrial Training Gazetted Officers Welfare Society, which works under the Technical and Vocational Training Department, tried to falsify the list of deputy directors and filed two writ petitions in the US Supreme Court. Punjab and Haryana as they wanted to fill these posts through internal promotion instead of direct recruitment,” said one of the shortlisted candidates, who had filed an affidavit before the Supreme Court in this regard.
“The Department of Technology requested clarifications from the Ministry of Social Affairs, Empowerment and Minorities regarding the amount of reservations and the list of tasks. The Department of Social Justice, Empowerment and Minorities gave three clear instructions on the quantum of reservation and the operation of the list levels, which proved that the reservation given in the appointment is correct,” he added.
Later, the selected candidates were called for document verification on October 29, 2021, and then the personnel department was contacted regarding this issue. It directed the Technical Education Department to act as per the recommendations of the Ministry of Social Affairs, Empowerment and Minorities.
But again delaying tactics were adopted as the list of selected candidates was sent to the office of the Chief Secretary to seek his comments. The file was sent back to the Technical School for approval by the Minister.
The selected candidates, including Birdawinder Singh and Sunil Bajaj, then filed a petition in the Punjab and Haryana High Court in which the court directed the competent authority to pass a reasoned order. The additional chief secretary appointed a committee under the chairmanship of director of technical education, DPS Kharbanda, to submit a report as per the court order.
The committee submitted its report (a copy of which is available from The Indian Express) on February 3 in favor of the selected candidates.
“But even a month after the CEO submitted this report, nothing has been done about our recruitment which seems to make a mockery of the government’s law selection process,” said Birdawinder Singh.
